What has Museveni sacrificed?

President Yoweri Museveni claims he appointed his wife as state minister for Karamoja because “elites” were rejecting the job (never mind only one person, Tom Butiime, turned it down). He also justified the appointment of his family members, e.g. his brother, Salim Saleh, to government positions as a sign of sacrifice, not privilege.

These statements are a product of both ignorance and arrogance: Ignorance because the president cannot see a clear case of conflict of interest, i.e. that he cannot be an objective or impartial judge of the managerial competences of his wife; arrogant because he places himself above human nature – as a kind of god – who can make judgements on people, including his family members, without bias.

Museveni claims he has spent almost 40 years in the “struggle” for Uganda’s “emancipation”. How come he has been unable to cultivate people who can “help” him develop Karamoja in a nation of 30 million souls? What special attribute does his wife, who has no professional accomplishments, possess that other Ugandans lack which makes her best suited to “develop” Karamoja? And how can God/nature be so mean to Uganda as to give these attributes to only his wife?

The recurrent theme of projecting himself and his brother as the only people who sacrificed during the struggle in Luwero is insulting. But it is this sign of self obsession that is responsible for the gross nepotism we see in the country today. Many people participated in the struggle, thousands lost their lives and many lost their limbs (Elly Tumwine lost an eye, Mugisha Muntu got bullets in his chest, Henry Tumukunde almost lost a leg, etc). Yet Museveni continually points only to his brother.

Many people who participated in the struggle would agree that Saleh was a courageous and brilliant commander. I personally find Saleh a man of extraordinary good naturedness – kind, generous, modest, empathetic with a quick and brilliant mind. But Museveni’s attempt to accord his own brother a special status in the struggle at the expense of everyone else creates suspicion on both his intentions and the validity of his claims. It also betrays how strong the president’s instinct for nepotism is.

The entire Museveni family have no accomplishments of their own which can form a basis for anyone to make independent judgements on their abilities. None of them has gone to Cambridge or Oxford, Yale, Harvard, MIT, Stanford or Princeton (not even Makerere University) and gotten a PhD in computer science, solid mechanics or bio technology and then proceeded to become a successful software engineer in the Silicon Valley, a cutting edge designer at Rolls Royce or patented a micro chip that can diagnose diseases in the human body. Without exception – his wife, brother, son, daughters – all of them live off his patronage.

There is no doubt that Museveni is a man of exceptional qualities and ability. His has been an improbable journey from a family of poor illiterate itinerant peasants to president. His decision to launch a protracted armed-struggle to capture power is a statement of his strategic foresight. That he succeeded without much foreign assistance is evidence of his extraordinary organisational ability. His success at stabilising the political dispensation in a country that had literally fallen apart is a critical indicator of his exceptional leadership qualities. His decision to liberalise the economy that launched Uganda on two decades of sustained growth is evidence of his pragmatism. Finally, his initial success in projecting himself to Africa and the world as an enlightened leader has been impressive.

Yet, over the years, Museveni has also exposed the poverty of his personality and the parochial nature of his vision. By indulging in family rule, plundering national assets, stealing elections, destroying the institutional integrity of the state and spoiling our common patrimony, he has demonstrated that he is no better than other African dictators of old like Mobutu of Zaire, Omar Bongo of Gabon and Nassingbe Eyadema of Togo. His claims of sacrifice sound more ridiculous.

If Bill Gates successfully sought the presidency of the United States, he could legitimately claim to have sacrificed his iconic computer software business that has made him the richest man in the world to serve the American people. My friend Fred Balagadde (only 26 years) can claim that for his PhD, he developed a micro chip that can diagnose any disease in the human body, thus making obsolete the role of a doctor in human life. With a promising career ahead in a high-tech research firm in the Silicon Valley, he could claim sacrifice if he quit to come and serve as president of Uganda.

How about Museveni? He had accomplished almost nothing professionally or materially before coming to power to justify his claim that he is sacrificing by being President. His CV tells it all: Kyamate Primary School, Mbarara High School, Ntare School, Dar Es Salaam University (graduated with a pass degree), six months as a junior officer in the President’s office in 1970, a teacher in a rural cooperative school in Tanzania, one and a half years as a Minister in a chaotic UNLF government, war lord (he prefers to refer to it as “freedom fighter”), then President of the republic. Almost all his wealth has been accumulated while he has been in power.

Therefore, we have no evidence whatsoever that Museveni and his family could have lived a better lifestyle out of the presidency to justify this claim to sacrifice. Yet for whatsoever little sacrifice he may have gone through, Museveni demands exaggerated entitlements – a residence that cost US$ 93m, an executive jet that costs US$ 8m per year to maintain and which he uses to fly his daughters to deliver babies in Germany, etc.

Lately, Museveni has justified his refusal to leave power on the grounds that Uganda still has serious problems which only he can solve. This is not a sign of self confidence. Instead, it reveals a deep seated complex born of fear that a successor may do a superior job and thus expose the myth of his greatness. It is this fear that has driven him to turn his family into cannon fodder in his reckless pursuit of power.

I may not know how to define corruption but surely to me buying $8m jet, bulding $93m residence on tax payers money when people are dying in hospitals due to lack of drugs,equipment etc is corruption to me.

Then i think i will agree with you Mwenda, Fear as i have always said is intact in our Mzee. Yes we know he has achieved something but as we write, he has deviated from what he had opted to do because of fear. His fear has pushed his passion for the aside. He is now worried about his own personal survival than keeping his dreams for the country alive.

It is pretty clear that the emperor is now naked. The President has arrogantly shown all and sundry that he cares not about what elite Ugandans say. He now openly lives in pomp, ostantation and pageantry.

It is also clear that the president is no longer bothered about elections for he uses bribery, intimidation, coercion, manipulation and cooption to retain power regardless of whether or not he has anything new to deliver.

I must make it quite clear that as long as some of us are increasingly locked out of opportunities on grounds that we are from the wrong families, it will be difficult for this country to have peace.

It is clear that the President has not only reneged on his promises but has successfully denied this country the opportunity to benefit from the brains it has on merit. No wonder, our country is running down the drain. Its high time we stopped lamenting and embarked on a strenuous campaign to oust M7 and Musevenism. We must use all the available democratic and constitutional means to do this for this country belongs to nobody but us. To those in power, if you make peaceful change impossible, violent change will be inevitable. This is a fact of history that you must always be aware of. The government must realise that it is guilty of criminal negligence for lack of drugs in our hospitals and lack of jobs among our graduates. This deliberate unemployment is partly if not largely responsible for the increase in prostitution and all its associated outcomes. The government must realise that a hopeless, frustrated, desperate population is not in its best interest. This is a population that is very easy to mobilise into rebellion, violent or otherwise for they have nothing to lose and everything to gain from the rebellion. If Dr Besigye sacrificed his job in a Nairobi Hospital, Major General Muntu sacrificed the delicacies in his father's home since his father was a righthand man of President Obote, what would stop a person who has spent all his resources to get educated only to be rendered perpetually jobless from engaging in armed rebellion. Remember, for two decades we have failed to defeat Kony. What would happen if other ten armed rebellions broke out. I am not drumming up for war but echoing the inevitable if people are continually pushed against the walls. The ruling oligarchy must know this. The civil society activists must know this and the donors must know this. How can the donors continue giving aid to a regime that gives no political and economic accountability yet they (donors) are obsessed by talk about good governance. The frustration and hopelessness I have talked about can easily lead to normlessness and lawlessness in which case even the donor agents may fall victim. All actors in the democratisation process must do something to forestall the possibility of our country sinking into anarchy. I am not a prophet of doom but as the Ankore saying goes "ogamba akabi tiwe akareta" meaning he who predicts catastrophe is not the one who causes it.

i apploud Mwenda for he has sustained the courage to come out openly and seriously fight against injustice,deprivatation,maladministration regardless of consequencies.
however, he alone cannot provide the solution as how to liberate our country of all eveils in our society namely corruption, authoritarianism,intimidation,bribery and above all fear.
the answers were provided by the Hon Justice Kanyeihamba in his paper to Makerere on 7/04/09.
we need to eliminate fear in the part of the poeple to do what is necessary inorder to defend their rights and liberties.public debates,peaceful demonstrations & people power to ensure we get political representatives who will defend the consititution and our liberties.

As you have even pointed out in your article of who is burning the country, he was the perpetuator of the crimes in Uganda, running what is known as a false flag campaign.

:X Late Mzee Mutembeya was a sub county chief in early fifties in Ntungamo but fell out with Omugabe Gasyonga father of Prince Barigye.He was accused of stealing millet for wanainchi.The accusation was made by uncles of President Museveni Mzee Riisi and Mzee Kayibanda(Mzee Gureme,Mzee Kirindi,Mzee Kayangyire can give us the whole story).Late Mzee Mutembeya was dismissed,and he recently died miserable man.

Mr.Rukakire was first headboy Ntare school(african) then President Makerere University.He was Shell representative in Africa based in Kenya and very rich at that time.He did a lot of work for NRA and sponsored its activities. His wife played a big role in struggle.Mr.Rukikaire now lives in Village -Rwakabengo,his wife a graduate of Oxford(masters in economics) is just a speech writer to Mrs.Janet Museveni.Imagine how much they sacrificed but now living miserable life.

:X Family sacrifice.Mr/Mrs Kakwano.Mr.Ernest kakwano was General of Hima cement from 1960's.He made a lot of money since then.In 1980's,he went to exile in Nairobi and still got a good job.He was a good supprter of UPM then NRA.He gave a lot of support to NRA/NRM.Mrs Kakwano and Mrs Sheba Rukikaire made sure Mrs Jnet Museveni was ok in Nairobi.

:X Mr.Ernst Kakwano,after NRA took over he got a job in Coffee Marketing Board as a General manager-the only job he got since then.He is now living in Entebbe town miserably,his wife's business collapsed.Sincerely this is the family used to look after Museveni family in Nairobi.They sacrificed a lot.You can ask people like Susan Muhwezi,Kweronda Ruhemba,Bamwanga,Shem Bgaine,Mrs Koreta and many others who used to stay in thier house.Please Mr.Museveni dont forget this family.Mr Kakwano lost his house in Kololo,his business collpsed,his son was jailed recently of debts,his farm in Rushozi-Rubaya is about to face the hummer.Thank you sir.

Dr/Mrs Namara Warren.Dr Namara used to treat all NRA casualities starting with COL.Julius Chihandae now in miserable embassy-Khartoum.Dr.Namara only got a small job btn1987-1990 as manager of Aids commission.Since then he left Uganda after a lot of frustrations.He treated officers like Bri.Tumukunde,MaJ.Gen Muntu,Gen.Elly Tumwiine,and Museveni's family. He is now living abroad in Ghana after alot of frustrations.He would be a Presedintial adviser on AIDS atleast. Mr Museveni please help.

remember when muhoozi wedded. mwenda was him in mweya enjoying the state priveleges. he even pasted the monitor news with pages of fotos for the 1st sons wedding. did u not know at that time that museveni was eveil. how about the frequent visits mwenda used to make to the 1st family. what happened. why realise the dirt only today and yet u were bed fellows. how about the rumours of brown envelopes from a neighbouring state house. Mwenda tell us about yr failed attempt to marry into the 1st family. criticism is good if principled, but u seem to be on renge mission. god help you.

Andrew I admire your intelligence and courage! You started the subject well but mixed it up some where with emotional phrases.Leadership is one thing and a Profession(e.g Doctor, lawyer)another, and the two attributes may not necessarily marry to produce a good leader.
The President and his colleague sacrificed in one field to fight(war) bad regimes while the civilians also sacrificed to perpetuate the struggle.His CV and school backgronunds cannot change the status quo after 23 years.He will retire when the Biological clock demands.Ugandan institutions of government are pathetically very weak starting right from the Parliament.You reap what we sow and you get what you ask for.Very courrupt Health sector, very corrupt Public Service, corrupt District Administrations, corrupt Police, corrupt society.It is our own making for what is happening.We started it, propagated it and yes, eradicate it.We all need to REPENT.

Uganda and Ankole in particular has sacrificed a lot and we are yet to sacrifice more in the year to come to M7 real name is Tibahaburwa(one who cannot be advised) is and has always been a vagabond(ekirare) that is how everyone in Ankole has known him. Then he came came 1979 with Fronasa and later UPM, the bush war which culminated into capture of power up to today Ugandans especially Ankole are still dying because of M7. All that was written is generally well known by many Ugandans.
I am sure all that were around when M7 made those statements about sacrificing of his family, knew that he was telling lies to justify his fake appointment. I am sure that M7 also know he was deceiving himself. The point is that it is useless to expose M7 anymore, all effort should be concentrated on his elimination. Period!!! He is guilty of all types of offenses and the best solution is to put him out.
Although he said past leaders were swine..! the real dirty swine is Kaguta.

The next question is by who? Well, patriotic ugandans with the means or even a "Mayombo" style plan

Talking about sacrifice, as Dr. Moses Kasule has indicated, alot of Ugandans form all parts of Uganda played a part in rebelating our Mother Land as one of the student leaders at Makerere University, with the likes of Joseph Opio-Oloya, Grace Galabuzi, Dr. Otto and many other who joined the diferent groups to fight for a better country, as well well as men like Andrew Kayiila, BK Kirya, parents of thousands of young fighter who gave their blood for a better nation. I shurder when I read people named in many contributions above, as if it was a one ethinic group contribution.
Let us remember sacrifice was made in many different ways by many patriotic Ugandans, Many are dead, but others can be found on the streets of Kampala, in villages, and worse still on the streets of London, Boston USA, and Toronto Canada, fending for a days meal

I personally would like us to look at the worst of the M7 and his co. We used to see what M7 did in the 1990s, but after 90s, we have only seen crumbling of public schools, Universities closing early due to inadequate funding, corruption by M7's Minister and their re-appointment to Minsterial posts after being censored by Parliament (Kutesa and Jim Muhwezi).
So, why should we look at the good side when the bad side is getting worse. All Ugandan have eyes and have been able to see what M7 has done. But should we keep quiet when even the good things he did are getting down the drain?
Let us be realistic and build our country or else if we continue talking of the good things, then our future is in a mess.

The Ministers and MPs are to blame and but what about the one who appoints them? They shall all account for their sins. It is not far from today. Let all people who are eating be myopic in the way they do things. Know that times change.

Man this is nice research .I wish you could expose the corruption scandles that have made some people to come up with the glittering molls we see aroungd and how Uganda can not prosper amidst the fetishsm that ptosperity for all is the most recent development program.What has not been done by saleh to move him from the ministry of Micro finance ? Were can Ugandan get the yardstickm to assess performance of Musevenis Kinship who are in Gov't?Shall we have the moral authority to do the assessment of their performance if he has insisted that in NRM the is no one to take on the mantle. seems there are no people within his own party that can act in case he is critically ill.Were do we get the guarantee that NRM will not demise in his absence if after 23 years he sees no one able to rule.In any case as a leader what has he been doing for the last 23 years if he has not mentored any one to take on the mantle.May God forgive him for his incongruios statements..

Magnus, Mwenda has given us the answer. first is to fulfill his patriotic role of enlightening Ugandans about the problems we face.this he has done.we all acknowledge that we are in the midst of decay.

our response is to open the eyes of the blind.to educate them, to cajole them and tell them that human rights were not granted by M7 but are natural for humanity.

Mwenda's blog can provide a bigger platform for discussion.i believe in a clash of ideas (logical reasoning) and not raw power (fighting,the gun,coercion etc) the climb is not easy but we shall get there. as i have argued before, examine your self whether you are liberated from selfishness,and that reason prevails over subjective emotions.
