ANALYSIS: Musisi’s resignation and the fate of CEOs

In the latest incident, Museveni has insisted that the Permanent Secretary in the Ministry of Labour, Pius Bigirimana, sits on the board of the electricity distributor Umeme. Bigirimana had been rejected in a vote by the Umeme AGM.

Observers say these skirmishes involving Museveni and the heads of large institutions can potentially scare away competent managers who are averse to politics. They say this could complicate the search for Musisi replacement at KCCA.

But Urban and city management expert Amanda Ngabirano says Musisi should have known her job had a political dimension even before taking it. Ngabirano told The Independent that once she accepted the job, she should have delivered on her role.

She said Musisi’s problem was that she liked to be the only one working and operated several KCCA systems independent of each other and in isolation.

“She did quite a lot but in isolation and too fast and the result cannot be expected to be excellent,” said Ngabirano, ““The new ED should work with politicians by sharing roles and not just ceremonial because people want to work.”

She was appointed Kampala Capital City Authority (KCCA) Executive Director in April 2011. She had previously served as Commissioner Legal Services, and subsequently Commissioner Legal Services and Board Affairs in URA. In her early working life, Musisi worked for Makerere University Kampala as a Legal Adviser.

Musisi brought order and pride to a disorderly city, cut down on overt corruption at White Hall and revamped infrastructure and facilities. She resurfaced roads, installed street and traffic lighting, and reopened the city commuter rail. On the social services front, she redeveloped the Naguru, Kawempe and Kiruddu medical facilities, build schools, and revamped the KCCA football club; including constructing a stadium for it.
