Bamwine, Kabale Human Resource Officer disagree on early retirement of teachers

Kabale, Uganda | THE INDEPENDENT | Fred Bamwine, Commissioner for Resident District Commissioners and Jacinta Tushabomwe, Kabale District Principal Human Resource Officer have disagreed over the early retirement of teachers in the district.

Bamwine was meeting district technical and political leaders at Kabale district council hall on Friday as he assessed the status of service delivery in the district.

It all started when Moses Bwengye Tumwijukye, the District Education Officer decried the early retirement of teachers in government schools.  Bwengye explained that since the beginning of 2024, 86 teachers have applied for early retirement.

Bwengye explained that investigations have shown that some teachers are not happy with the salaries while others started alternative sources of income during the COVID-19 lockdown.

Tushabomwe supported Bwengye, which angered Bamwine. Bamwine sought an explanation from Tushabomwe whether she had informed higher authorities or what measures she had put in place to block teachers from early retirement.

But, Tushabomwe said that it is the responsibility of the public service to grant civil servants early retirement.  She also said that she has no authority to block them since it is their right.

Bamwine also tasked Tushabomwe to explain measures being put to solve the crisis. Tushabomwe explained that the district had already drafted a plan to carry out the recruitment of new teachers, but Bamwine trashed the plan arguing that it would not solve the crisis.

Robert Mugabe, Kabale District Deputy Chief Administrative Officer says that the teachers lost interest in the teaching profession because of inadequate salaries.
