Hoima, Uganda | THE INDEPENDENT | Bunyoro Kitara kingdom has approved a 15.8 Billion Shillings budget to support different kingdom activities in the coming financial year 2021/2022.
Robert Owagonza, the Kingdom Minister for Finance and Planning presented the budget at the Kingdom Rukurato Hall in Hoima city on Wednesday.
According to the estimates, the Ministry of Investments was allocated the lion’s share of 3.973 Billion Shillings. Owagonza says that the money will be used to start a television and radio station to streamline communication and earn an income to the kingdom.
Owagonza adds that part of the money has been earmarked to construct a commercial building to earn rental income and construct a perimeter wall around the Rukurato buildings.
Owagonza said the budget will be funded using internally generated resources.
According to Owagonza, they expect to realize 193 million shillings from the sale of marriage certificates, portraits, Bunyoro maps, designed T-shirts, caps, shirts and bangles.
He said they hope to also raise 385 million shillings from lease fees, 20 million shillings from temporary land hire, 22m from sale of magazine and adverts, 174m from rental income and 205m from coronation anniversary contributions.
The kingdom is also hoping to raise 4.5m from tourism, 1.608 billion from fixed deposits, 5.8 billion from gratis from the government for using kingdom land, 2.7 billion from land fees, while grants and donations will contribute 2.8 billion and 2 billion from royalties from game parks and reserves.
According to other allocations, the ministry of gender got 411 million shillings, finance and planning 1.6 billion shillings, Office of the Prime Minister 2.1 billion shillings, ministry of culture 342 million, production 307 million, Orukurato 1.181 billion, social services 1.182 billion and natural resources ministry 940 million.
The others are restitution and reparation 217 million, Ministry of Tourism 913million, palace affairs 1.795 billion and 127million for oil and gas activities.
Andrew Byakutaga, the Kingdom Prime Minister implored the line ministries to ensure proper implementation of the budget.
He said the money to the oil and gas ministry will be used for advocacy so that royalties from oil and gas revenues are increased.
Under the Public Finance Management Act, 2015, the kingdom was awarded one per cent from the petroleum industry. The same Act gives 6% of royalties to local governments in oil-producing areas.
In the 2019/2020 financial year, Bunyoro Kitara Kingdom budgeted 9.9 billion shillings.
