Kampala, Uganda | THE INDEPENDDENT | Frank Rusa Nyakaana, the director for legal affairs at Kampala Capital City Authority-KCCA has been appointed as the acting Executive Director two days after the dismissal of Dorothy Kisaka.
In a letter signed by Yunus Kakande, the Secretary in the Office of the President, Rusa’s appointment takes immediate effect. “Following the dismissal of Ms. Dorothy Kisaka as Executive Director, Kampala Capital City Authority in Public Interest…, you are hereby assigned the duties of Executive Director. You will hold the post until a substantive Office holder is appointed by the Appointing Authority. The assignment takes immediate effect,” the letter reads in part.
The letter adds that Rusa will make quarterly reports to the head of Public Service and Secretary to Cabinet and copy in the Minister in charge of Kampala Capital City.
Nowera Robert has also been appointed as the deputy executive director of KCCA replacing Eng. David Luyimba Ssali. Nowera has been serving as the director of revenue collection at KCCA. Also appointed in an acting capacity is Sarah Zalwango Karen. She is replacing Dr. Okello Daniel as Director of Public Health.
On Tuesday, President Yoweri Kaguta Museveni sacked Kisaka, Luyimbaazi and Okello, over the Kiteezi landfill disaster that led to the death of over 30 people. In a statement released by the Office of the President Press Unit, Museveni was acting on the report released by the Inspector General of Government.
In August, the Kiteezi landfill slid burying more than 30 people and displacing many others. Since then, Kampala and its environs are still looking for alternative dumpsites. This has led to garbage piling up in many parts of Kampala and its surroundings.
