Justice Chibita appointed head of Judicial Training Institute

Kampala, Uganda | THE INDEPENDENT | Supreme Court Justice Mike Chibita is the new chairperson of the governing council of the Judicial Training Institute. He replaces fellow Supreme Court Judge Stella Arach Amoko following his appointment by the Chief Justice Alfonse Owiny-Dollo.

“I have the pleasure to inform you that I have appointed you the Chairperson of the Governing Council of the Judicial Training Institute…,” reads the April 19, 2021 appointment letter signed by the Chief Justice in part.

The letter states that under Justice Chibita’s leadership, the governing council shall perform eleven key functions such as approving the training curriculum and calendar of the Institute, approving the core faculty training team, mobilize funds for the Institute as well establish training needs, and sanction further education for judiciary staff.

“Initiate, develop and approve policies and plans for the Institute, overseeing the operations of the Institute, initiate and superintend over policies and programs geared towards enhancing research and law reporting within the judiciary and approve the quarterly and annual work plans of the Institute,” the letter reads.

Chibita who previously worked as the Director of Public Prosecutions is also expected to among others develop and guide the implementation of the strategic direction of the Institute, coordinate with other organs and the administration of the Judiciary for effective and efficient service delivery as well as overseeing the performance of any other activities that may be lawfully assigned to the Institute.

Section 19 of the Administration of Judiciary Act, 2020, provides for the Judicial Training Institute to provide specialized and continuous education to the Judicial Service. Located in Nakawa, the institute also provides training to other institutions under the Justice, Law and Order sector and other public institutions in the country on matters concerning the administration of justice and rule of law.

About Justice Chibita

Born on April 30,1963, Chibita holds a Bachelor of Laws degree from Makerere University, a Postgraduate Diploma in Legal Practice from the Law Development Centre in Kampala and a Master of Laws degree in International and Comparative Law from the University of Iowa, in the United States.

He has previously worked as a Director of Public Prosecutions, High Court Judge and most recently from January 2020 to date, as a Supreme Court Justice following his appointment to that bench in December 2019 by President Yoweri Museveni.
