Kabale, Uganda | THE INDEPENDENT | Kabale district local government 2021-2022 financial year budget is to reduce by 6.6 billion Shillings, equivalent to 15.1 percent.
According to Patrick Besigye Keihwa, the Kabale district LC 5 chairman, the budget has reduced to 37,545,689,000 Shillings from 44,235,951,000 Shillings in 2021/2021 financial year.
Tabling 2021/2022 financial year budget estimates before the council on Friday at the district council hall, Keihwa revealed that the reduction of the budget should not cause alarm and worry to the public because it is not affecting service delivery.
The budget estimates now equal 37,545,689,000 Shillings.
Keihwa attributes the cause of decrease to centralization of some government transfers from the centre. He cites an example of funds the district would receive in the budget under Agriculture Cluster Development Project (ACDP) that now goes directly from the centre.
Keihwa also revealed how the district is still struggling to pay shillings 11 million to Hotel Home for food that was served to patients and health workers during the 2016 Rift valley fever outbreak in Kabale.
Julius Barusya, the district councillor representing Kamuganguzi sub-county says that the budget decrease will affect service delivery. Barusya says that with such a reduction, the district will have limited capacity to boost some sectors like education through buying furniture.
Johnson Baguma, the district councillor representing Buhara sub-county says that the reduction will not cause much negative impact since some omitted projects like Uganda Women Entrepreneurship Programme -UWEP are really not monitored by the centre and would give the district a burden.
