Wakiso, Uganda | THE INDEPENDENT | Local Government Minister, Raphael Magyezi has blasted Nansana Municipality leadership for failure to pass the 2020/2021 budget. The Municipality in Wakiso District has over the past two months failed to pass the over twenty three billion shillings budget due to wrangles between the Executive and Councilors.
Raphael Magyezi, a former leader in the Uganda Local Government’s Association says he is disappointed that Municipality like Nansana can fail to pass it’s budget due to a disagreement over a-nine hundred million shillings budgetary allocation.
The disagreement is whether the money should be allocated to the purchase of a grader or the completion unfinished road works in the Municipality.
The Minister who was on a working visit to Kira Municipality said he has decided to take over Nansana budget issues in order to salvage the standoff.
He said the Ministry will therefore consider and approve Nansana’s budget before Thursday 4th of June when the national budget will be presented to Parliament.
Nansana like other Municipalities should have passed its budget by the end of May but it didn’t due to the on going wrangles.
Raphael Magyezi expressed disappointment that Nansana Municipal Council had declined to heed to the technical guidance from the Local Government Finance Commission and the Ministry’s technocrats.
Raphael Magyezi’s intervention follows a longstanding disagreement involving the Mayor Regina Bakitte , members of the Executive committee and Councilors lead the speaker Moses Kalule Kalungi over the purchase of a grader.
Whereas Bakitte and her team assert that the grader is vital for the municipality, the Councilors want the nine hundred million shillings allocated towards the completion of unfinished works in ending financial year.
