Mbale RCC, clerk clash over recruitment of parish chiefs

Mbale, Uganda | THE INDEPENDENT | The Mbale City Resident Commissioner, Ahamada Washaki has clashed with the city authorities over the proposed recruitment of parish chiefs. Recently, Mbale City Town Clerk, David Kyansanku issued an internal advert calling on interested city employees to apply for the position of parish chief.

It came after the government released money for the recruitment of parish chiefs for the planned implementation of the parish development model through which the government seeks to organize and deliver public and private sector interventions for wealth creation and employment generation at the parish level as the lowest economic planning unit.

There have been concerns from Mbale city leaders about the delayed recruitment of parish chiefs. The matter came up during the visit of Peter Ogwang, the State Minister of Economic Monitoring in the President’s Office who wondered why the city authorities are yet to recruit the town agents, yet the government released the money for the same activity.

However, the Mbale City Clerk David Kyansanku argued that they had filled up some of the positions using staff from the old structures and only 14 positions were remaining.

However, the Mbale City Resident Commissioner Ahamada Washaki, says that he is not contented with the way the city authorities are handling the recruitment process.

He asked the authorities to issue an external advert, saying that the process ought to be transparent such that everyone applies for the jobs.

He says that the current arrangement favours the current Assistant Community Development Officers, which is wrong since they are already employed and earn a salary.

Abdallah Magambo, the Mbale City Council Deputy speaker says that the recruitment exercise was being run unfairly. He also noted that there was backdating of the internal advert on the notice board, adding that the advert was pinned on 2 November yet it was dated 25 October.

Kasim Namugali, the Mbale City Mayor said that the process of recruitment was affected by the formation of the City Service Commission.
