Kampala, Uganda | THE INDEPENDENT | Mukono municipal councilors have petitioned the District Service Commission to revoke the appointment of Mukono General Hospital administrator Fred Wademe.
According to Deogratious Kayongo, the municipal social services committee chairperson, Wademe’s appointment did not follow the process of appointing district public servants and should be revoked until the rightful process is followed.
“The appointment of the new senior hospital administrator of Mukono general hospital be revisited and immediate action taken looking at the appointment procedures that were not followed in the process,” petition noted.
According to Kayongo, the position was not advertised as required by the law. The Local Government Act-chapter 243 gives the district service commission powers to appoint a person to hold or act in any district office or urban council, including the power to confirm appointments, to exercise disciplinary control, and to remove those persons from office.
However, when considering the recruitment of staff in the education or health services, the commission shall use guidelines provided by the Education Service Commission or Health Service Commission. The District Service Commission is required to advertise the job before embarking on the selection of a suitable person to occupy the office.
Mike Segawa, the councilor Ngandu, and Ggulu wards challenged the district commission to produce records indicating the appointment of the senior hospital administrator into office.
The District Service Commission chairperson Hajjat Sharifah Ssebunya refused to comment on the matter and referred our reporter to the Chief Administrative Officer-CAO James Nkata. However, Nkata also refused to comment on the matter when contacted.
According to records, Wademe was appointed in July 2021. However, the recent six appointments conducted by the district service commission in June this year did not include his position, the appointments conducted were that of the health educator, dental surgeon, assistant entomologist, psychiatric clinician, physiotherapist, and orthopedic officer.
A senior hospital administrator provides logistical and administrative support to a hospital. Such a person according to the job description guide under the Ministry of Public Service, must have acquired a working experience of at least three years as a hospital administrator.
