NIRA: Mass registration exercise to be held at Parish level

Mbarara, Uganda | THE INDEPENDENT | The National Identification Registration Authority (NIRA) has decided to shift its mass registration exercise to the parish/ward level.

NIRA is currently doing the registration of persons at the district level.

Brig. Steven Kwirigira, the director of Operations at NIRA says the shift aims to ensure that everyone can easily access the registration services to obtain a valid national ID.

“Starting with June 2024, we are going to the parishes and rotational, from place to place to ensure that everybody is served,” says Kwirigira.

During a consultative meeting held on Wednesday with stakeholders from the Ankole region ahead of the mass registration and renewal of National Identity Cards, Kwirigira said they are targeting to register over 17 million people in the forth coming mass registration exercise.

He said they are also targeting over 15 million renewals of the cards that were registered in 20/15.  Kwirigira said it will be difficult for an individual to access all government services without a national ID.

Hajji Bashir Kazibwe, the City Councilor for the elderly in Mbarara City, commended the shift of registration to the ward level noting that it would ease their mobilization and transport for the beneficiaries.

Kazibwe, however tasked NIRA officials to be vigilant against non-citizens, notably refugees, who allegedly bribe local leaders to obtain citizenship and identity cards.

The National Identification and Registration Authority (NIRA) is set to hold the second mass enrollment as well as mass renewal of National Identification Cards.

Osborne Mushabe, the head of communications at NIRA says the registration for mass issuance of IDs to new citizens as well as the renewal exercise will start on June 1 and run up to September 30, 2025.

  2. The identity cards that are being replaced were returned with two instead of the three names that had been captured

    It would be prudent for those incharge to address the issue:
    We were stopped from bank transactions
    Had to avail an affidavit
    Deliver passports etc to be served at different institutions

    We could not replace those identity cards because the service at Kololo was quite interesting

    You arrive at the place, wait in the line and leave without being attended to
    On three different occasions

    But individuals get in and out as one looks on;why not allocate numbers and serve people in the order of reporting ( like current Passport office?)

    This very practice should be introduced right from the beginning of the exercise in June 2024, and carry on even to the point of handing over the new identity cards

    We have also witnessed a very disturbing event: when registering peole in Masaka in 2021; individuals who could not describe their home areas or current places of residence had Ugandan National Identity cards

    Having served the country for over 36 years, I think NIRA needs some reflection on the way they conduct business

    In kabale,the first Nira enumerators since 2014 were left out.we don’t know the criteria they used to select for the oral interviews. We need intervention from the top Nira officials plz.

  6. Upto now the registration assistants final lists is still nowhere to be seen is it true that renewal of ids will start on 1st June 2024 as earlier on stipulated

    I was shortlisted and passed competence test but since then i never got any news about nira now we are almost in August what’s going on

    Lets wait for the latest updates from our beloved director that the exercise will comense late July and early August

  14. When exactly will mass registration/renewal of IDs commence? Some of us live in cities & towns hence the need to prepair appropriately.

    But i think let’s just wait since its amass registration, and some features like irish will be put and even training of trainers maybe going on. According to my observation the exercise will comence late september and early october.
