Ntoroko, Uganda | THE INDEPENDENT | Ntoroko district local government is stuck with 500 staff who were illegally recruited.
Last month, Anselim Kyaligonza, the Chief Administrative Officer of Ntoroko district was arrested for irregular staff recruitment. Kyaligonza was arrested from Kampala by operatives from the State House Anti-Corruption Unit in collaboration with the Uganda Police Force-UPF.
The Chief Magistrates Court in Fort Portal remanded Kyaligonza to Katojo prison on charges of forgery.
Kyaligonza’s arrest followed orders issued by the Ethics and Integrity Minister, Rose Akello during her visit to the district where he was implicated in the recruitment of over 500 civil servants without the approval of the District and Public Service Commissions.
Kyaligonza was also accused of extorting huge sums of money from his victims with promises of employment and immediate enrollment on the payroll, especially in the health sector.
William Kasoro, the Ntoroko LCV chairperson says that they are waiting for the recommendations from the office of the IGG about the next move. He also says the staff were recruited beyond the budget allocations.
According to Kasoro, the district can’t stop them from working and paying them salaries for fear of being sued.
“The matter concerning irregular recruitment of staff, I am waiting for the report from the IGG in consultation with the Solicitor General, we shall be advised on what to do” Kasoro stated.
Kasoro says he wants the Police, IGG, and the State House Anti-Corruption Unit to expedite investigations into the matter.
Superior Matali Mujungu, the Ntoroko District Service Commission Chairperson says he was not in a position to discuss the matter fully since some of the district service commission members are also under investigation for conniving with Kyaligonza.
