Kampala, Uganda | THE INDEPENDENT | Members of parliament have rejected a statement from the Public Service Ministry on the status of Godfrey Sasaga, the Director Citizenship and Immigration Control and Apollo Kazungu, the Commissioner for Refugees.
The duo was interdicted last year on the directives of President, Yoweri Museveni. Sasaga was interdicted for alleged misuse of funds for the procurement of equipment for the e-passports while Kazungu was accused of abusing resources meant for refugees.
On Tuesday, the State Affairs Public Minister, David Karubanga presented a statement on the interdicted officials following concerns by the Elgon County MP, Wamakuyu Mudimi mid last month that the duo had been indicted for more than six months in contravention of the public service standing orders.
He noted that although the investigations had been complicated, the two officers had not yet resumed work. In his statement, Karubanga told the house that Regulation 38 (5) of the Public Service Standing Orders stipulates that investigations shall be expedited and concluded within six months.
He revealed that about half of the 300 indicted public servants have exceeded the six month period stipulated in the Public Service Standing Orders pending conclusion of investigations.
His statement didn’t go down well with legislators led by Wamakuyu and Ndorwa West MP, Wilfred Niwagaba. They asked parliament to reject the minister’s statement, saying it was devoid of specific details on Sasaga and Kazungu.
The Jinja Municipality East MP, Paul Mwiru supported the proposal to reject the statement.
The Speaker, Rebecca Kadaga also questioned missing details on the statement regarding Sasaga and Kazungu.
Ruling on the procedural matters raised by Niwagaba, Kadaga ordered the minister to bring another statement that has substantial responses on the matter.
