Yoweri Kaguta Museveni was Thursday sworn in as President of Uganda for a fifth term. In his inaugural speech, he stressed that he would take decisive steps to deal with corruption, promised to boost Uganda’s energy sector – and also, in off the cuff remarks, hit at the International Criminal Court ICC for not living up to Africans’ expectations.
