School guard in Kamuli arrested for flogging pupils

Kamuli, Uganda | THE INDEPENDENT | The Police in Kamuli District have arrested a 50-year-old man for allegedly flogging three pupils.  The suspect has been identified as David Kitungulu, a watchman at Butegere Primary School in Butansi sub-county.

The victims, aged 10, 12, and 13, are pupils at Butegere Primary School where the incident took place.  According to Michael Kasadha, the Busoga North Police Public Relations Officer, preliminary investigations indicate that on Wednesday, a teacher at Butegere Primary School allegedly found the three minors stealing school firewood and confiscated the bicycle they were using to carry the firewood.

The teacher called for the mother of the three children and demanded 100,000 Shillings to release the bicycle.  Kasadha says that the mother managed to pay 30,000 Shillings at the time, with an agreement to pay the balance later.

However, Kitungulu who is also an uncle to the victims picked them from home and took them to school. Upon reaching the school, Katungulu got hold of a stick and started flogging the victims in the presence of the Headteacher.

“A concerned teacher filmed the incident and pleaded with the watchman to stop the act,” Kasadha said.

According to Kasadha, when the video of the incident circulated on social media, the watchman was arrested. He added that the victims have been examined, and further investigations are ongoing.
