Kampala, Uganda | THE INDEPENDENT | The State House Anti-Corruption unit has arrested the town clerk of Kakira town council, Davis Gulale for constructing an abattoir in a wetland.
Gulale was arrested on Wednesday together with the council auditor, Peter Mulaavu and Fred Kisige, the engineer of Bugembe town council.
It is alleged that Gulale who was the acting town clerk of Bugembe in 2015, connived and laid a foundation for the construction of the abattoir in a wetland, even after receiving 40 million shillings to purchase land for construction of the abattoir.
They are also faulted of titling the same wetland without the environmental impact assessment report contrary to the National Environmental Management Authority (NEMA) rules and regulations on developing wetlands.
Gulale dismissed the allegations as false adding that, the land in question was bought from a private owner.
“It is true that part of this land is a wetland, but we made all the necessary inquiries before purchasing it and all the allegations that we are at fault with the NEMA guidelines are false,” he said.
He adds that “a council minute was made and councillors accompanied by technocrats inspected the land before the construction process,”
Farouk Kirunda, the anti-corruption unit’s information officer says that the investigations are on-going and the suspects are currently being detained Nalufenya Police Station.
Kirunda refused to divulge details about the matter adding that, State House will issue an official statement after investigations are completed.
