Kampala, Uganda | THE INDEPENDENT | The Constitutional Court sitting in Mbale district declined to issue summons to Rebecca Kadaga, the Speaker of Parliament for the ongoing the age limit petition hearing. The petition is challenging the passing of the law by Parliament which amended the Constitution last year to remove the presidential age limit. “We decline to grant the order calling for the Speaker.

The details of our reasons shall be in our final judgment,” the judges’ verdict read. However the court summoned David Muhoozi, the Chief of Defence Forces and Keith Muhakanizi, the Permanent Secretary in the Ministry of Finance to explain their roles in the invasion of parliament by the army and the disbursement of Shs29million to each MP to ostensibly consult on the age limit debate, respectively.

Male Mabirizi, a petitioner representing himself and Erias Lukwago, representing six opposition MPs argued that Kadaga as Speaker chaired most of the proceedings as the age limit motion was being debated.
