Phillip Wafula Oguttu, who until Jan.31 was the spokesperson of the Forum for Democratic Change [FDC], has been appointed the new Leader of Opposition in Parliament.
Mugisha Muntu, the FDC party president had over the last fortnight been expected to announce changes in both the party and shadow cabinet but the appointment of Wafula took many by surprise.
Sources in FDC say, Wafula was equally surprised and it took the cajoling of Nathan Nandala Mafabi, the man Wafula was replacing to accept his new role.
Muntu beat Mafabi for the party presidency role following the acrimonious November, 2012 elections.
At the same meeting, Muntu also replaced Winnie Kiiza, the Kasese Woman MP with Cecilia Ogwal, the Dokolo Woman MP as the new opposition chief whip.
Muntu is now expected to complete the changes later on in February.
