Why some ministers designate were rejected

NBS: Out of the 80 cabinet ministers that were appointed by president Museveni, three dropped along the way while one stopped at hearing her name graciously announced as minister and before she even made it to the parliamentary appointments committee, she was dropped by the appointing authority.
