Luwero, Uganda | THE INDEPENDENT | The Luwero Grade One Magistrate court has remanded the LC III chairperson of Wobulenzi town council to Kitalya prison for allegedly inciting violence.
Moses Ssebalamu appeared before the Luwero Grade One Magistrate John Paul Obuya on Tuesday evening, and the charge of inciting violence was read to him.
According to the charge sheet, on October 30th, Ssebalamu and others incited violence contrary to section 83 (1) of the Penal Code Act.
His Worship Obuya remanded Ssebalamu to Kitalya prison till November 24th, 2021. Immediately after the court appearance, Ssebalamu was driven to Kitalya prison under police patrol.
Police accuse Ssebalamu of inciting residents who attacked policemen while enforcing night curfew, and this resulted into the shooting of two people in self defense.
They accuse Ssebalamu of inciting residents so that they block policemen from reaching his bar which was operating during curfew time.
Ivan Seppuuya, a resident of Kigulu zone in Wobulenzi town, and truck driver died at Mulago hospital after he was shot by policemen in what they called self-defense against people who were pelting stones against them.
Seppuuya was shot on Saturday as he was returning back home in Wobulenzi town. Beatrice Nakitende, a resident of Kikoma zone was also shot and is still nursing injuries at Mulago hospital.
Erastus Kibirango, the defense lawyer for Ssebalamu said that he was not notified about his client’s court appearance and this was intended to ensure he is remanded without applying for bail.
Kibirango who is also LC 5 chairman of Luwero district said he will review the file today before applying for a production warrant of Ssebalamu to apply for court bail.
Meanwhile, police are yet to release names or charge policemen who shot the residents. Earlier on, the police said that the Officer in Charge of Wobulenzi Police Station ASP Kenneth Masette and four policemen on operation discharged 13 bullets in self defense after residents pelted stones against them.
Isah Ssemwogerere, he Savannah Regional Police Spokesperson says that the four policemen were arrested and their guns exhibited as part of investigations into the shooting. Ssemwogerere said the policemen will be charged soon.
